The community environment includes many interconnected groups working directly or indirectly with crime reporting.
Caretakers of community wellbeing include police officers, RIB investigators, emergency responders, local leaders, and journalists who often expose issues hidden from authorities. Moto drivers, BUS drivers , shop owners, citizens and elders also act as daily protectors who witness incidents first and guide younger community members.
Key institutional stakeholders include the Rwanda National Police, RIB, district offices, the Ministry of ICT, ambulance services, and local government administrators. They play major roles in receiving reports, handling emergencies, investigating cases, and shaping policy responses. Technology partners such as Cardano Blockchain and IPFS infrastructure are also major stakeholders in guaranteeing integrity and transparency.
Emerging leaders are youth innovators, students working on digital solutions, tech-forward community members, and social media reporters who act as informal influencers. These individuals fill gaps where official systems are slow or inaccessible.
Affected groups include victims of crime, people who fear retaliation when reporting, public transport drivers, families dealing with domestic violence and communities facing illegal activities like drug abuse or unlicensed alcohol production.
Together, these groups create a complex ecosystem. Understanding their roles helps clarify opportunities for technology to support safe reporting, faster responses, and greater transparency.
